Philadelphia man faces 81 charges, including murder, for alleged crimes in Delaware

DOVER, Delaware — Delaware State Police say a man facing 81 charges, including first-degree murder for the slayings of two men during a home invasion in Millsboro, has been arrested in Philadelphia.

Troopers say 19-year-old Rhamir Waples of Philadelphia was arrested Aug. 4 in Philadelphia as a fugitive from justice. He is awaiting extradition to Delaware.

Waples and others are accused of taking part in an organized criminal enterprise. Authorities say members of this network committed crimes that include racketeering, murder, home invasion robbery, illegal weapons possession and the distribution of illegal narcotics.

Police say on Jan. 14, 2014, Waples and others shot and killed 27-year-old William Hopkins and 29-year-old Cletis Nelson during a home invasion.
