DOVER, Delaware — Delaware State Police have arrested three people on heroin charges after a month-long investigation.

Police said Friday they began watching a Dover home after getting a tip about drug activity. They pulled over a car seen leaving the home Thursday and chased down a passenger who jumped out and ran away. Police say the passenger, Kyiar Haith, had 78 bags of heroin, and threw out 29 more as he ran.

Police arrested him, the driver of the car, 37-year-old Kenneth Collins of Felton, and a woman who lived at the Dover home, identified as Jacqueline Hughes.

Police say when they searched a room being rented by the 40-year-old Hughes and her boyfriend, 19-year-old Haith, they found nine more bags of heroin.

It's unclear whether Hughes, Haith or Collins have attorneys.
