Man charged in connection with fatal Hartford shooting that killed father of 7

HARTFORD, Connecticut — Police have arrested a man accused of shooting two men, including a father of seven, in Hartford last month.

Thirty-five-year-old Raphael Concepcion of Hartford was arrested Monday and charged with murder, criminal attempt to commit murder and first-degree assault.

Police responded to gunfire on July 18 and found two men shot at an apartment building on Elliott Street. Thirty-four-year-old Jonathan Whaley suffered multiple gunshot wounds and died at Hartford Hospital.

The other victim, 22-year-old Bruce Banks, sustained injuries not considered life-threatening. Police said they were shot after an argument. They believe the shooting was drug related.

Concepcion is being held on $3 million bond and is due in court on Tuesday. It's not clear if he has an attorney.
