ROME, New York — Authorities say they've charged a parolee with the fatal shooting of a 22-year-old woman outside a central New York bar last fall.
Police in the city of Rome tell local media that 25-year-old Darnell Howard was charged Wednesday with second-degree murder for the killing of Rose Ortiz. Officials say the Rome resident was shot early on the morning of Oct. 4 outside a bar in her hometown.
Officials say Ortiz is believed to have been a bystander and not the target of the shooting.
Howard was on parole for the 2007 assault of a Utica police officer. He was released in 2013 and was wounded in a shooting in 2014.
Howard is being held Thursday in state custody. It couldn't be determined if he has a lawyer.
