VIRGINIA BEACH, Virginia — A two-alarm fire ripped through an apartment complex in Virginia Beach and displaced 23 residents.

Multiple news outlets report the fire broke out around 4 p.m. Tuesday on the front side of the Legends at the Beach complex. All of the building's residents managed to escape without injuries, but 16 units were damaged. It is unclear if the property can be salvaged.

A fire department spokeswoman says because of the humidity and the heat, Virginia Beach EMS set up a rehab area for firefighters. They battled the flames on a rotating basis, while other firefighters recouped in the rehab area.

The cause of the fire remains under investigation. Investigators will return to the scene Wednesday to continue looking for the cause and to assist residents with retrieving any salvageable belongings.
