JERUSALEM - Israel on Sunday launched a pre-emptive assault on an upcoming U.N. report into last year's war in the Gaza Strip, saying the report is unfairly biased and issuing its own report that blames Gaza's Hamas militant rulers for the heavy civilian casualties.
