Father arrested in child neglect case

The father in a Center Grove area child neglect case has been found and arrested.

Richard S. Hill, 41, was arrested by theĀ  Johnson County Sheriff’s Office investigators on the southside of Indianapolis on Tuesday afternoon. He and his wife, Kila Hill, each face four felony charges of neglect of a dependent.

A warrant was issued for Hill’s arrest after a teenage daughter told a friend’s mother that she had not seen her parents in over a week, prompting an investigation by the sheriff’s office.

Deputies found two children, ages 3 and 5, home alone at the home in Center Grove Estates on County Line Road in Greenwood.

The children told police that they had not had anything to eat and when the deputy offered to make them a sandwich, they said the meat in the home was rotten and that there was not anything to eat in the home, according to a probable cause affidavit.

The home was also described as dirty and unsanitary by officers and there had not been electricity in the home for more than a month.

The children were taken by the Department of Child Services.
