INDIANAPOLIS
Tammie D. Rutkoskie Cecil, 49, of Indianapolis, died Friday, April 7, 2017.
She is survived by her children, Kayla Nicole Cowart and Cody Ryan Foster; mother and stepfather, Fern and James Elliott; siblings and their spouses, Patrick Wanda Rutkoskie, Kevin Mast, Tina and Felix Garza, Bruce Mast and David Mast.
Visitation will be 4 to 8 p.m. Thursday at Newcomer Funeral Home, 925 E. Hanna Ave., Indianapolis. The funeral will be at 11 a.m. Friday at the funeral home.
